<br />1999 - 2000 ANNUAL REPORT <br />for the RAMSEY COUNTY <br />SEASONAL HOUSEHOLD HAZARDOUS WASTE (HHW) COLLECTION SITE <br />at KENT STREET (NEAR LARPENTEUR AVE.) in ROSEVILLE <br /> <br />Ramsey County's seasonal HHW collection site in Roseville provides convenient access to those residents of <br />Roseville and surrounding communities who seek to properly manage their unusable or unwanted hazardous <br />household products. This report cites activities during 1999 and 2000 as they relate to conditions of the <br />current City of Roseville Interim Use Permit, which expires in May of200 1. <br /> <br />Permit condition #1: The interim use permit be extended for five years, with Ramsey County <br />reporting annually to the Planning Commission and City Council. <br /> <br />Site Description. The seasonal HHW site in Roseville is located on County-owned property east of Kent <br />Street and just north of Larpenteur Avenue, and has operated under a City interim use permit since 1992. <br />The site consists of a reinforced concrete slab surrounded by an asphalt apron. The slab is sealed with <br />an epoxy coating and designed for spill containment. Security gates are located near the site entrance <br />and exit along Kent St. An earthen berm borders the site to the south and east. <br /> <br />Operations. During 1999 the site was operated by Superior Special Services (formerly Dynex <br />Industries, Inc.). Beginning in January of2000 the HHW collection sites are being operated by Bay <br />West, Inc., located in Saint Paul. The vendor operates the site pursuant to a contractual agreement with <br />Ramsey County, the Roseville permit, and an operations manual written by the Minnesota Pollution <br />Control Agency. Site staff are trained to respond to spills and other emergencies, and must notify the <br />Saint Paul - Ramsey County Department of Public Health, Environmental Health Section, in the event of <br />any site emergency or unscheduled closure. There were no disruptions in site operations during either <br />1999 or 2000. <br /> <br />Participants are instructed to position vehicles over the concrete slab so as to allow safe and easy <br />removal of waste by vendor technicians. Waste containers are placed directly into plastic tubs, and then <br />into drums or other containers inside the vendor's waste hauling vehicle. Gasoline and similar solvents <br />are poured into a 55-gallon drum on site. Latex paint that appears to be usable is displayed on a table, <br />and participants are encouraged to take the paint free of charge. At the end of each operating day, all <br />waste is hauled to the vendor's year-round facility for further processing. <br /> <br />Spills. To help ensure safe site operations, staff from the Environmental Health Section conducted <br />regular site inspections during the 1999 and 2000 operating periods. These inspections include <br />assessments of waste handling practices, materials and procedures for spill control and cleanup, and <br />review of the site safety plan. The presence of trained and experienced staff and use of numerous safety <br />precautions (e.g., using plastic tubs as secondary containment), have resulted in safe and efficient <br />handling of hazardous material on site. The inspections indicate that the vendor operates the site in a <br />safe and satisfactory manner. There were no spills at the Roseville HHW site during 1999 or 2000. <br /> <br />Administration. During 1999 the County issued a request for proposals for vendors to provide HHW <br />operations and management services for the County beginning in 2000. In late 1999, the Ramsey <br />County Board of Commissioners authorized an agreement with Bay West to provide HHW services for <br />a three-year period beginning in January of2000. With this agreement the year-round HHW site located <br />at Superior Special Services in Mounds View was permanently closed. The new year-round HHW site <br />is located at Bay West, 5 Empire Drive, just north of the State Capitol in Saint Paul. <br /> <br />Site Use. During 1999 the Roseville HHW site was open a total of 16 days-four Fridays and four <br />Saturdays in May, and four Fridays and four Saturdays in September.
