<br />new Bay West site in Saint Paul, the Roseville site operating period was reduced to eight days (four <br />Fridays and four Saturdays) in May of2000. Site usage for 1998 - 2000 is shown in the following table. <br /> <br /> <br />1998 - 2000 <br />2000 <br />8 <br />682 <br />85 <br /> <br />As the table indicates, there has been a decline in participation at the Roseville site over the past several <br />years. This has occurred despite relatively few changes in how the collection site is promoted to <br />residents. Nevertheless, Ramsey County is currently reviewing our promotional activities to determine <br />how best to encourage more residents to use the HHW program. <br /> <br />Permit condition #2: Work with City staff to prepare biannual review/monitoring and inspection of <br />area outside of concrete area. <br /> <br />City and County staffhave previously agreed that this permit condition would be sufficiently addressed <br />by the County's site inspection program and site usage report. Routine inspections ofthe site by County <br />staff during 1999 and 2000 did include assessment of area outside the concrete pad, and the condition of <br />this area was judged to be satisfactory. <br /> <br />Permit condition #3: If changes occur in the operator, operations or uses, they must be reviewed and <br />approved by the City. <br /> <br />There were no changes in operations or uses at the Roseville seasonal collection site during 1999. As <br />stated earlier in this report, the County entered into an agreement with Bay West to provide HHW <br />services beginning in 2000. Bay West operates the Roseville HHW site in accordance with the same <br />procedures and guidelines-as provided in the City of Roseville interim use permit, the agreement with <br />Ramsey County and in the Minnesota Pollution Control Agency's HHW Program Operations Manual- <br />as have previous HHW site operators. <br /> <br />Permit condition #4: The site must be monitored and maintained during the entire year, and existing <br />interim use permit conditions, which have not been amended, still apply. <br /> <br />In addition to the site monitoring and inspection program described above, the Environmental Health <br />Section has developed a year-round site observation program involving personnel from the County <br />Public Works Department, Public Health Department, and the nearby Woodview detention facility on <br />Kent Street. Staff from Public Works and Woodview routinely drive by the site as part of their regular <br />duties, and have been asked to notify the Environmental Health Section if site maintenance is needed. <br />Staff from the Environmental Health Section also periodically drive by the site. Also, gates at the site <br />entrance and exit drives are locked year-round to prevent unauthorized access. <br /> <br />Permit condition #5: Site sign age is approved subject to staff approval with notations of a hot-line for <br />citizen call-ins when something unusual occurs. <br /> <br />Signs that include the telephone number for the Environmental Health Section are posted year-round on <br />the entrance and exit gates at the site. In addition, following the last day of collection at the site each <br />year, a "Site Closed" sign is typically posted near the site entrance gate for a month-long period. The <br />signpost holds a brochure dispenser with flyers promoting the current year's HHW operating schedule. <br />Roseville residents may use Ramsey County HHW collection sites at Bay West (open year-round) and at <br />other seasonal satellite sites located in Maplewood, Saint Paul, White Bear Lake, and Shoreview. <br /> <br />Saint Paul - Ramsey County <br />Department of Public Health <br /> <br />Page 2 of2 <br />
