,.,

Proposed Changes. The Division is proposing that the information sign
be set up for the entire week during any week that the HHW site is
open.

Rationale. By knowing when the site is open and who to call for
information (the sign would contain site hours and days plus a
telephone number for the Division of Solid Waste), residents might be
deterred from illicitly placing waste at the site during off-hours.
Such illegal dumping has not been a major problem with this site (two
times in 1993), but the information sign will be an additional effort
to ensure that waste is handled properly.

6. Changing the Permit Termination Date
Current Operations. The Interim Use Permit terminates on July 13,
Ø\. 1993.

Proposed Chanqes. The Division is requesting that the Interim Use
Permit be extended until December 31, 1998, and the County be allowed
to seek additional extensions. \~

Rationale: The satellite site has generally operated smoothly and
has, in essence, "proven itself." The County intends to operate the
site indefinitely. Should the County contract with a different vendor
than Dynex during the next five years, it is anticipated that changes
in operation would be minor.

7. Canopy

Current O~erations. The 1992 application materials describe a
freestand1ng canopy that can be left up on Friday nights when the site
is in operation. During 1992 and the first part of 1993 the County's
contractor, Dynex Industries, Inc., used a tent canopy that was left
up overnight between satellite collection at the Roseville (and
Maplewood) sites. During the 1993 Maplewood collections, the tent
canopy was stolen one Friday evening. Since that time Dynex has
provided a canopy that is attached to a van truck on site. This
canopy is taken down at the end of each operating day. This canopy
system has worked well.

Proposed Changes. The Division of Solid Waste requests that the
County be allowed to use either a freestanding canopy or a canopy
attached to a van truck.

Rationale. Both the freestanding canopy and the canopy attached to a
van truck have worked. In the event that Dynex or another contracted
vendor in the future decided to use a tent canopy, the Division is
requesting the latitude to use either type of canopy.

~.~
