1998 ANNUAL REPORT, for the RAMSEY COUNTY HOUSEHOLD HAZARDOUS WASTE (HHW) COLLECTION SITE at KENT STREET (NEAR LARPENTEUR AVE.) IN ROSEVILLE The Roseville HHW collection site provides convenient access to those residents of Roseville and surrounding communities who seek to properly manage their unusable or unwanted hazardous household products. This report provides a descriptive response to conditions of the current interim use permit, which expires in May of2001. Permit condition #1: The interim use permit be extended for five years, with Ramsey County reporting annually to the Planning Commission and City Council. Site Description. The seasonal HHW site in Roseville is located on County-owned property east of Kent Street andjust north of Larpenteur Avenue, and has operated under a City interim use permit since 1992. The site consists of a reinforced concrete slab surrounded by an asphalt apron. The slab is sealed with an epoxy coating and designed for spill containment. Security gates are located near the site entrance and exit along Kent St. An earthen berm borders the site to the south and east. Operations. Superior Special Services (formerly Dynex Industries, Inc.) operates the site pursuant to a contractual agreement witb. Ramsey County, the Roseville pe::rmit,and an operations manual written by the Minnesota Pollution Control Agency. Superior staff are trained to respond to spills and other emergencies, and must notify the Saint Paul- Ramsey County Department of Public Health, Enviroruriental Health Section, in the event of any site emergency or unscheduled closure. Participants are instructed to position vehicles over the concrete slab so as to allow safe and eas)l. removal of waste by Superior technicians. Waste containers are placed directly into plastic tubs, and then into drums or other containers inside Superior's waste hauling vehicle. Gasoline and similar solvents are poured into a 55-gallon drum on site. Latex paint that appears to be usable is displaye::d on a table, and participants are encouraged to take the paint free:: of charge. At the end of each operating day, all waste .is haule::d to Superior's facility in Mounds View for further processing. Spills. To help ensure safe site:: ope::rations, staff from the Environmental Health Se::ction conducted regular site:: inspections during the 19980perating pe::riod. The::se:: inspections include assessme::nts of waste handling practices, materials and proce::durc;:s for spill control and cle::anup, and re::vie::w of the:: site:: safe::ty plan. The prc;:se::nce oftraine::d and e::xperienced staff and use:: of numerous safety precautions (e::.g., using plastic tubs as secondary containme::nt), have:: rc;:sulte::d in safe and e::fficient handling of hazardous mate::rial on site. The:: inspe::ctions indicate:: that Supe::rior continue::s to operate the site:: in a safe:: and satisfactory manner. Administration. During 1998, the:: Ramsey County Board of Commissioners authorized an extension of the current agreement with Superior. The Environmental Health Section is currently negotiating 1999 contract terms with Superior. Site Use. For the firsttime since 1992, there was a change in the site schedule, with the site open four weeks during both May and September. Previously, the site had operated for one eight-week period during September and October. Site hours remained the same: open seven hours per day on Fridays and Saturdays.
