<br />Year 1995 1996 1997 1998 <br />Participants 1,940 2,041 1,798 1,795 <br />Average per day 121 128 112 112 <br /> <br />Site Use - Roseville HHW Collection Site <br /> <br />Several times during 1998 the County, in cooperation with the City ofRoseville, promoted the site to <br />residents by providing site information for publication in the City newsletter. <br /> <br />Permit condition #2: Work with City staffto prepare biannual review/monitoring and inspection of <br />area outside of concrete area. <br /> <br />Following City Council approval of the permit extension in June_of 1994, staff from the City of Roseville <br />met with Ramsey County staff at the Roseville site in September of 1994 to discuss the permit condition <br />regarding site review/monitoring and inspection. City and County staff agreed at that time that there was <br />no need to conduct soil sampling, and that the terms of the permit condition would be fulfilled by the <br />County's site inspection program and County reporting to the City on site usage each year. <br /> <br />Permit condition #3: If changes occur in the operator, operations or uses, they must be reviewed and <br />approved by the City. <br /> <br />There were no changes in operations or uses at the Roseville seasonal collection site during 1998. As <br />stated earlier in this report, the change in operator has been in name only. Staff once employed by <br />Dynex Industries to operate the Ramsey County HHW program are now employed by the new owner, <br />Superior Special Services. <br /> <br />Permit condition #4: The site must be monitored and maintained during the entire year, and existing <br />interim use permit conditions, which have not been amended, still apply. <br /> <br />In addition to the site monitoring and inspection program described above, the Environmental Health <br />Section has developed a year-round site observation program that uses personnel from the County <br />Public Works Department, Public Health Department, and the Woodview detention facility on Kent S1. <br />Staff from Public Works and W oodview routinely drive by the site as part of their regular duties, and <br />have been asked to notify the Environmental Health Section if site maintenance is needed. Staff from <br />the Environmental Health Section also periodically drive by the site. Also, gates at the site entrance and <br />exit drives are locked year-round to prevent unauthorized access. <br /> <br />Permit condition #5: Site signage is approved subject to staff approval with notations of a hot-line for <br />citizen call-ins when something unusual occurs. <br /> <br />Signs that include the telephone number for the Environmental Health Section are posted year-round on <br />the entrance and exit gates at the site. <br /> <br />Following the last day of collection at the site in May and September of 1998, a "Site Closed" sign was <br />also posted near the site entrance gate. On the signpost was a brochure dispenser with flyers promoting <br />the 1998 HHW operating schedule. Ramsey County offers two year-round HHW collection sites: at <br />Superior Special Services in Mounds View, and at the Ramsey County Recycling Center, 775 N. Rice <br />Street in Saint Paul.
