Sandra Kentfield is proposing to develop a 16,740 sq. ft. parcel of land on <br />Hamline Avenue, north of Larpenteur Avenue, for a beauty salon. The <br />property is zoned R~2, Two Family Residential and is currently vacant. The <br />proposed facility will be approximately 1900 sq. ft. in size and has a strong <br />residential feel with a pitched roof with asphalt shingles, cedar shakes, and <br />vinyl sideing. The original site plan indicated parking spaces for 23 vehicles. <br />Per the Council's action, the parking has been reduced to 19 spaces, creating <br />additional green space to buffer property to the north and east. <br /> <br />2. The City Council, at their July 25, 1994 meeting, approved Ms. Kentfield's <br />request for a planned unit development (PUD) concept development plan <br />subject to reducing the amount of parking directly behind the building. Since <br />that time, the applicant has submitted final site plan~ gradingJand drainage <br />information which has been reviewed and approved by City staff. <br /> <br />Staff Recommendation: <br /> <br />1. Staff recommends approval of Sandra Kentfield's request for PUD final <br />development plan approval at 1716 N. Hamline Avenue subject to the plans <br />submitted and execution of a Planned Unit Development Agreement with the <br />applicant and the City of Roseville. <br /> <br />Cound) Action Requested: <br /> <br />1.
