Following the discussion of One Co nun's proposed antenna at the Fairview <br />water tower site, at the September 19, 1994 Council Work Session, the City <br />COWlcil indicated that they believed the project should move forward and that <br />it was the Council's preference that a lease be prepared wherein the City lease <br />space to other potential users, The attached lease has been negotiated <br />between City staff and OneComm representatives and has been reviewed by <br />the City's legal counsel. The lease proposes that OneComm will build the <br />radio tower to accommodate more than their antennas. OneComm would <br />retain ownership of the radio tower throughout the life of the lease. However, <br />the City may lease space on the tower to other users and keep 1000/0 of the <br />rent. At the end of the lease, ownership of the tower will be transferred from <br />OneComm to the City ofRoseville. The rent starts at $600 per month and <br />increases 15% every five years, up to 25 years. <br /> <br />In checking with other communities, in tenns of rental rates, staff found that <br />both the City of Champlin and the City of Bumsville are working with <br />OneComm to place antennas on their water tower facilities. In both cases, <br />this has involved some retrofitting of these facilities and the need to provide <br />access to these facilities to OneComm employees. Both the Cities of <br />Champlin and Burnsville are proposing a rent structure of $800 per month for <br />use of the water tower facilities. Given that OneComm will be constructing <br />the antenna tower facility and giving the City the right'to use the facility and <br />ultimately own it, the $600 per month rental rate seems reasonable. <br /> <br />Staff Recommendations: <br /> <br />1. OneCommrs initial contact with the City of Roseville came with an <br />application to locate a communications tower at 2720 N. Fairview Avenue, <br />property owned by H&W Motor Express, In trying to deal with coming <br />communication technology and the potential need for an additional antenna <br />site, the City of Roseville has been considering the possibility of locating <br />antennas in a concentrated area. In particular, the City's water tower site <br />seems to make an ideal location for antennas. Following the September 19, <br />1994 City Council Work Session, a lease for a communications tower at the <br />Fairview water tower site, between the City of Roseville and OneComm, has <br />been prepared and reviewed by City legal counseL As previously indicated, <br />the lease would have OneComm build the radio tower to specifications that <br /> <br />2 <br />
