OneComm was recently granted a license by the Federal Communications <br />Commission to operate an enhanced specialized mobile radio system in the <br />Twin Cities market area. Enhanced Specialized Mobile Radio (ESMR) <br />Cellular is one of the newest emerging low power wireless technologies that <br />will compete with cellular service. ESMR Cellular is digital and can handle <br />more calls per channel than traditional cellular and transmits at lower wattage. <br />Other advantages ofESMR are that, in addition to traditional cellular service, <br />it can also provide paging and data transmission with a portable hand-held <br />phone. <br /> <br />2. An ESMR Cellular system depends on a grid of antennas arranged in a <br />geographic pattern to insure coverage of a service area. A 11 cell" is created by <br />an ante1ll1a and serves as a link between the customer and the system while <br />the customer is in that particular cell. The City's water tower property, on <br />Fairview Avenue, will work as a cell site for OlleComm's system. As <br />discussed at the September 19, 1994 CotIDcil Work Session, a 180 foot tall <br />radio tower could be built next to the water tower at OneComm's expense. <br />This tower will be built to accommodate additional users and the ownership <br />of the tower will be transferred to the City so that the City could control <br />where antennas are located within Roseville and could expect some rental <br />revenues. <br /> <br />1 <br />
