Fairview Avenue. <br /> <br />~c& <br /> <br />Background: <br /> <br />1. As part of the planning for the Twin Lakes Redevelopment area, is necessary <br />to construct a regional storm water holding pond for runoff rather than <br />require individual storm water holding ponds on each site. <br /> <br />2. City staffhas been negotiating with the owners of the Metropolitan Paper <br />Recovery site at 2785 N. Fairview Avenue (Mr. Robert Hagen) to purchase <br />approximately 2 acres on the western side of their site to construct the Twin <br />Lakes regional stonn water holding pond. The City has recently signed a <br />purchase agreement with Mr. Hagen to purchase a portion of his site. The <br />City's purchase of the land for the regional stann water pond is contingent <br />upon Mr. Hagen applying for and obtaining an interim use pemrit to allow the <br />continuation of the existing outside storage on the site. <br /> <br />3. In the future, according to the Twin Lakes plans, the City will also need to <br />purchase more property from Mr. Hagen to construct a new roadway (Twin <br />Lakes Parkway) through the north end of the Metropolitan Paper Recovery <br />site. Discussions have also occurred between Mr. Hagen and Ryan <br />Companies about Ryan Company's purchasing the site for future <br />redevelopment. Based on discussions which have occurred, the existing <br />Recycling Company use of the property is temporary. Staff estimates <br />that redevelopment will occur on that site within 3-5 years. <br /> <br />4. Because of the short term nature of the uses on the site, the City has al~o <br />agreed to lease a portion of the property acquired ftom Mr. Hagen back to <br />him to allow the existing outside storage to continue at its present location. <br />
