<br />The tenn of this lease is 3 years with the option to extend for 3 periods of one <br />year each. This agreement allows Mr. Hagen to continue to operate his <br />business on the site until such time as the City or a developer acquires the <br />property for redevelopment during the next 3 to 5 years. <br /> <br />2. The Planning Commission, at the September 14, 1994 meeting, <br />. recommended approval (5-0 vote) of an interim use permit for outdoor <br />storage located at 2785 N. Fairview Avenue for 3 years, after which, due <br />to street construction and other delay, Metro Paper Recovery may be <br />allowed to extend the interim use permit (upon application to the City) <br />for a term consistent with the development of the site and the City plans <br />for road extensions in the area. <br /> <br />Development Summary: <br /> <br />1. For some time now, Metropolitan Paper Recovery has been operating a <br />recycling center at 2785 N. Fairview Avenue. There are currently two <br />buildings on the site. The main building is 37,453 sq. ft. in size and the <br />second building is 11,038 sq. ft. in size. The buildings are setback 160 feet <br />and 280 respectively from the Fairview right-of-way. A cyclone fence <br />surrounds the perimeter of the rear and side yard areas. Within these areas, <br />Metro Paper Recovery stores a munber of trailers, bins, and 6 bunkers used <br />for the staging of materials prior to processing. These materials include glass, <br />cardboard, aluminwu, plastic, and metals. The bunkers are constructed of 3 <br />foot by 3 foot concrete blocks and range in size from 25x40 to 25x60 feet and <br />are approximately 9 feet tall. The bunkers are located behind the main <br />building and are setback in excess of 500 feet from the Fairview right-of-way. <br /> <br />2. The site is designated as Industrial on the Comprehensive Plan within the <br />Twin Lakes Business Park and Light Industrial (I-I) on the zoning map. <br /> <br />3. Section 10.275 of the Roseville zoning code prohibits open storage of <br />materials in light industrial districts associated with a permanent use. The <br />City has considered temporary uses of property that do not meet current <br />design standards or zoning district requirements through the interim use <br />pennit process. In this particular case, an interim use pennit would allow <br />MPR to continue their operation on this site until such time as the property is <br />acquired for redevelopment in the Twin Lakes Redevelopment project.
