, . happen in a 3-5 year timeframe. Staff Recommendations: 1. For four years, Metro Paper Recovery has been operating a recycling center at 2785 N. Fairview Avenue. Temporary outside storage of material has been staged for recycling processing as part of this operation. As a part of the Twin Lakes Redevelopment area, the City's long range plans for this area include the eventual purchase and redevelopment of this property. 2. Since the outside storage is setback over 300 feet from Fairview Avenue and screened by natural vegetation to the west, staff recommends granting an interim use pennit to allow exterior storage of: 1) bunkers for the staging of recyclable materials prior to processing, 2) miscellaneous containers and 3) truck trailers, for a 3 year period, consistent with the lease arrangements between MPR and the City. This interim use should contain provisions for City review and extension, if necessary. Council Acthm Requested: 1. Motion to approve Metro Paper Recoveryts request for an interim use pennit for outdoor storage located at 2785 N. Fairview Avenue for 3 years. After 3 years, due to street construction and other delay, Metro Paper Recovery may be allowed to extend the interim use permit (upon application to the City) for a term consistent with the development of the site and the City plans for road extensions in the area. 2. Motion to direct the staff to prepare the interim use permit and to direct the Mayor and City Manager to sign the permit, consistent with the lease agreement, when the document is available from staff. 3. Motion to direct the Mayor and City Manager to enter into a lease agreement for the express purpose of exterior storage for a term of 3 years, with annual renewals available for another 3 years as needed.
