For four years, Metro Paper Recovery has been operating a recycling center <br />at 2785 N. Fairview Avenue. Temporary outside storage of material has been <br />staged for recycling processing as part of this operation. As a part of the <br />Twin Lakes Redevelopment area, the City's long range plans for this area <br />include the eventual purchase and redevelopment of this property. <br /> <br />2. Since the outside storage is setback over 300 feet from Fairview Avenue and <br />screened by natural vegetation to the west, staff recommends granting an <br />interim use pennit to allow exterior storage of: 1) bunkers for the staging of <br />recyclable materials prior to processing, 2) miscellaneous containers and 3) <br />truck trailers, for a 3 year period, consistent with the lease arrangements <br />between MPR and the City. This interim use should contain provisions for <br />City review and extension, if necessary. <br /> <br />Council Acthm Requested: <br /> <br />1. Motion to approve Metro Paper Recoveryts request for an interim use pennit <br />for outdoor storage located at 2785 N. Fairview Avenue for 3 years. After 3 <br />years, due to street construction and other delay, Metro Paper Recovery may <br />be allowed to extend the interim use permit (upon application to the City) for <br />a term consistent with the development of the site and the City plans for road <br />extensions in the area. <br /> <br />2. Motion to direct the staff to prepare the interim use permit and to direct the <br />Mayor and City Manager to sign the permit, consistent with the lease <br />agreement, when the document is available from staff. <br /> <br />3. Motion to direct the Mayor and City Manager to enter into a lease agreement <br />for the express purpose of exterior storage for a term of 3 years, with annual <br />renewals available for another 3 years as needed. <br /> <br />Staff Report by: Rick Jopke/Mike Falk <br />
