BACKGROUND <br /> <br />As part of the planning for the Twin Lakes Redevelopment area, it was <br />detennined that it would be necessary to construct a regional stonn water <br />holding pond for stonn water runoff from new development within the area <br />rather than requiring individual stonn water holding ponds on each specific <br />site, City staff has been negotiating with the owners of the Metropolitan <br />Paper Recovery site at 2785 N. Fairview Avenue (Mr. Robert Hagen) to <br />purchase approximately 2 acres on the western side of their site to construct <br />the Twin Lakes regional stonn water holding pond. The City has recently <br />signed a purchase agreement with Mr. Hagen to purchase a portion ofms site. <br />According to the Twin Lakes plans, the City will also need to purchase <br />additional property from Mr. Hagen to construct a new roadway (Twin Lakes <br />Parkway) through the north end of the Metropolitan Paper Recovery site. <br />Discussions have also occUlTed between Mr. Hagen and Ryan Companies <br />about Ryan Company's purchasing the site for future redevelopment. Based <br />on discussions which have occurred, the existing use of the property is <br />temporary. Redevelopment will occur on that site some point within 3-5 <br />years. The City's purchase of the land for the regional stonn water pond is <br />contingent upon Mr. Hagen applying for and obtaining an interim use pennit <br />to allow the continuation of the outside storage, which is occurring on the <br />site, The City has also agreed to lease a portion of the property that we have <br />acquired from Mr. Hagen to him to allow the existing outside storage to <br />continue to occur at its present location. The tenn of this lease is 3 years with <br /> <br />6(e)-1 <br />
