This agreement allows <br />Mr. Hagen to continue to operate his business on the site until such time as <br />the City or a developer acquires the property for redevelopment, which we <br />have indicated before, is anticipated in the 3~5 year timeframe. <br /> <br />2. <br /> <br />DEVELOPMENT SUMMARY <br /> <br />For some time now, Metropolitan Paper Recovery has been operating a <br />recycling center at 2785 N. Fairview Avenue. They are currently two <br />buildings on the site. The main building is 37,453 sq. ft. in size and the <br />second building is 11,038 sq. ft. in size. The buildings are setback 160 feet <br />and 280 respectively ITom the Faitview right~of~way. A cyclone fence <br />surrounds the perimeter of the rear and side yard areas. Within these areas, <br />Metro Paper Recovery stores a number of trailers, bins, and 6 bunkers used <br />for the staging of materials prior to processing. These materials include glass, <br />cardboard, aluminum, plastic, and metals. The bunkers are constructed of 3 <br />foot by 3 foot concrete blocks and range in size ITom 25x40 to 25x60 feet and <br />are approximately 9 feet tall. The bunkers are located behind the main <br />building and are setback in excess of 500 feet ITom the Fairview right~of~way. <br /> <br />Section 10.275 of the Roseville zoning code prohibits open storage of <br />materials in light industrial districts associated with a pennanent use. The <br />City has considered temporary uses of property that do not meet current <br />design standards or zoning district requirements through the interim use <br />pennit process. In this particular case, an interim 'use permit would allow <br />MPR to continue their operation on this site lU1til such time as the property is <br />acquired for redevelopment in the Twin Lakes Redevelopment project. As <br />indicated in the background portion of the report, it is anticipated that this will <br />happen in a 3~5 year timeframe. <br /> <br />3. SUMMARY AND CONCLUSION <br /> <br />F or some time now, Metro Paper Recovery has been operating a recycling <br />center at 2785 N. Fairview Avenue. Temporary outside storage of material <br />being staged for recycling processing has been a part of this operation.
