Bruce Russell Park is being <br />regraded pursuant to paragraph 6 of a certain Closing Agr~ement <br />dated August 3, 1993 between Roseville Lutheran Congregation and <br />the City of Roseville. RLC submitted its document C400 site <br />grading plan in connection with its Building Permit Application, <br />the City approved the final grading plan for the Park and issued <br />its Building Permit. After jointly reviewing the approved <br />finished grade for Bruce Russell Park, it became apparent that <br />the slope made it difficult to use the grassy area of the Park <br />for field sports. RLC has agreed to adopt the City's suggestion <br />to revise the Church's C400 site grading plan as shown on the <br />attached Exhibit A. <br /> <br />The parties now agree that the storm water drainage facilities <br />described by the C400 grading plan, as amended by Exhi0it A, <br />shall satisfy the requirements of paragraph 6 of the Closing <br />Agreement, including requirements for on-site storm water <br />retention regarding existing imper.meable surfaces, storm water <br />drainage caused by the snow piled on the Snow Storage easement <br />area, the anticipated relocation of the tennis courts and the <br />additional impervious surfaces constructed on Bruce Russell Park <br />or the Deeded Property, all as described in the Closing <br />Agreement. Both parties understand and agree th&t the Grading <br />Plan, as amended, may result in episodic standing water on the <br />Church's existing parking lot of up to 1.5 feet. <br /> <br />Based on our agreements, RLC is having Bruce Russell Park <br />regraded to the amended plan today. We want to thank you again <br />for your creative suggestions to maximize the usability of the <br />park, while providing suitable storm water retention and <br />drainage at the site.
