Making the building bigger or removing the balcony does not reduce the <br />required height of the Worship Center. It would seriously impair the sense of community, personal <br />presence and shared experience that is fundamental to Roseville Lutheran Church's religious <br />expression. It would also remove valuable land from off-street parking. <br /> <br />HGA will reconunend a brick exterior finish, in a color to either compliment Of match the finish of <br />the east side ofthe existing building. Windows and roof trim will match or compliment the 1969 <br />sanctuary materials. Roofing will be in accord with the City of Roseville's list of approved <br />materials, and comply with Roseville building regulations. <br /> <br />In summary, the City has determined that churches are a fully pennitted use in the R-l District. <br />The Worship Center design is derived directly from Roseville Lutheran Church's inventory of the <br />religious uses for which this structure is being built. The proposed building height is functional <br />rather than ornamental. Because the proposed building is a church, the structure must possess <br />acoustic properties appropriate for religious worship. The building height is an integral component <br />of the design. In our professional opinion, the nomina140-foot building height Roseville Lutheran <br />Church proposes is the minimum necessary to provide appropriate acoustical properties for this <br />church Worship Center.
