By centering the addition in tIle <br />middle of the church property, the designer has tried to minimize the impact <br />of the addition on the surrounding neighborhood. <br /> <br />4. The church has met with the neighbors on Roselawn Avenue to discuss what <br />they would be looking for in terms of landscape screening and were prepared <br />to work with them, even to the extent of providing some screening material <br />on the resident's property. <br /> <br />5. Included with the November 9, 1994 Planning Commission packet was a <br />report with materials assembled by the church to respond to the Commission's <br />questions. This report included reports from the architect and acoustical <br />consultants about the volume requirements of the building, copies and <br />descriptions of other plans that were considered and rejected by the church, <br />site plans for the church property and two landscape plans the church has <br />prepared. <br /> <br />6. The Planning Commission, at the November 9th meeting, unanimously <br />recommended approval of Roseville Lutheran Church request for a 10 <br />foot height variance for the construction of an addition at 1215 Roselawn <br />Avenue with the following conditions: <br /> <br />a. That the landscape plan be subject to staff review. <br />b. That the project be consistent with the requirements of the City's <br />Design Standards chapter of the Zoning Ordinance. <br /> <br />Staff Recommendatipn: <br /> <br />1. Churches, by their nature, tend to be structures with a great deal of volume <br />and height. The design of the proposed worship center for the Roseville <br />Lutheran Church site has sought to turn a topographic hardship into a design <br />opportunity. Recognizing the constraints~ a 10 foot change in elevation on a <br />site creates, combined with a need to match grades with the existing building, <br />staff would recommend approval of the Roseville Lutheran Church request <br />for a variance to the height specification for R~1 zoning districts. By locating <br />this addition in the middle of the church property, the impact of this request <br />on surrounding neighborhoods will be minimized. <br /> <br />2 <br />
