In 1993, the City of RoseviUe and Roseville Lutheran Church agreed to <br />exchange property at County Road B and Lexington Avenue for a portion of <br />Bruce Russell Park, directly east of Roseville Lutheran Church property. The <br />Church's intent in this agreement, was to provide additional area for expansion <br />on their CUITent site. Rosevil1e Lutheran Church parcel now totals 5.75 acres. <br />It is zoned R-I Single Family and churches are pennitted uses in that zoning <br />district. The church is now preparing plans for Phase I of the expansion of <br />their campus. <br /> <br />2. Section 7.260 oftbe Roseville Zoning Code calls out churches as permitted <br />uses in an R-l Single Family zoning district. Section 7.290 of the code <br />indicates that no structure or building shall exceed 30 feet in height. <br /> <br />3. The topography of this site has a 10 foot drop in elevation between the main <br />level of the existing church and the level of the cunent baseball field. The <br />design of the proposed worship center seeks to take advantage of this <br />topography through a "wa1k-out" design for the facility. The proposed worship <br />center roof will be approximately 5 feet taller than the roof of the current <br />sanctuary, which has been on the site since 1969. Prom the west and north, the <br />elevations of the new worship center are within the height specification for R-1 <br />property. From the lower level, however, the worship center will be 10 feet <br />over the 30 foot maximum height specification. The project designer has <br />
