<br />REQUEST FOR COUNCIL ACTION <br /> <br />DATE: 10-24-94 <br /> <br />ITEM NO.: B-1 <br /> <br />Department Approval: <br /> <br />Manager Reviewed: <br /> <br />Agenda Section: <br /> <br />j::r0jrAr" <br /> <br />Consent <br />David Larson and Delores Flynn request for a minor variance <br />at 2719 Virginia. <br /> <br />Item Description: <br /> <br />Background: <br /> <br />1. The property under consideration at 2719 Virginia Avenue is zoned R-l, <br />Single Family. City ordinances require that driveways and parking areas be <br />set back 5 feet from the side lot line. <br /> <br />2, The LarsonIFlyul1'S currently have a small two car attached garage that was <br />built in 1958. Because of its size, this garage functions as a single car garage <br />and therefore, the applicants would like to provide additional off street <br />parking adjacent to the garage. In order to accomplish this, they are <br />requesting a 5 foot sideyard setback variance for this parking area. This <br />would extend the parking area to the property line, which is defined by a <br />short retaining wall. As indicated on their site plan, the approach to the <br />parking area would not involve an extension to the entire driveway but rather <br />would work around two existing maple trees that would provide screening <br />from Virginia Avenue. <br /> <br />3. The Minor Variance Committee has reviewed this application and has <br />unanimously recommended approval of the 5 foot sideyard setback variance. <br />It was the Committee's belief that, in fact, the Larson/Flynn garage, by todays <br />standards, functions as a single car garage and that providing off street <br />parking was of benefit to the applicants and the community as well. The <br />location of the front door and existing mature evergreens along the driveway <br />prohibits expanding the driveway to the north. The neighboring property to <br />the south has existing lilac bushes that will screen the parking area. Granting <br />this variance is consistent with previous City actions regarding expansion of <br />garages or providing additional parking space on private property. <br />
