<br />I am writing you with information regarding a second site in Roseville which may have housing development potential.
<br />
<br />This site is located on County Road B, just west of Rice Street. In September of 1994, the Council approved a
<br />redesignation of the site (on the City Comprehensive Plan) to medium density, up to 10 units per acre. The site is
<br />suitable for townhouses and/or cottage style senior housing units within a Planned Unit Development. The ownership
<br />is as follows:

<br />City ofRoseville - 2.25 acres
<br />
<br />Steve Zeece, Sr, - 3.94 acres
<br />
<br />The site is currently divided into 18 parcels and has a new street (Albemarle), new utilities, and curb and gutter into the
<br />site,
<br />
<br />The owner of one parcel, Mr. Zeece (488-4363), lives adjacent to the development site. He has listed his 3.94 acre site
<br />for sale at approximately $250,000. The Zeece site has unstabiIized fill materials scattered throughout. A Braun
<br />Intertec soil analysis has been completed and is available. The recommended remedy is 4 feet of new, consolidated soil
<br />below footing level.
<br />
<br />The second parcel, owned by the City, was originally bought by Roseville for $121,000, The City Council has held firm
<br />on that price in the past but has asked the staff to solicit proposals from the development community.
<br />
<br />Ramsey County, through Judy Karon and the Community Development office (266-8006) is aware ofthis site and
<br />funds that may be suitable for CDBG and/or HOME funding for land acquisition. The County CDBG deadlines for
<br />project submittal is February 1, 1995. Check with Judy for further details. The application would need at least an
<br />option agreement on the Zeece site and approval by the City Manager for use of the City site in the application.
<br />Limited T.LF. and other financial assistance may also be available ftom the City to fill financial gaps. Since the road
<br />and utilities are completed, construction could be started in 1995.
