At the regular meeting of February 8, 1995, the Planning Commission considered the <br />application of Ken Kath for a special use permit for the rental and leasing of automobiles <br />at 2611 N. Hamline Avenue. A representative of Mr. Kath indicated that the special use <br />permit for the leasing operation proposed would involve 1400 sq. ft. of building for the <br />display of five automobiles. He indicated that the operation would be strictly indoor <br />display for lease return vehicles shown and sold by Mr. Kath. <br /> <br />Under separate cover, Mayor and City Council members received application materials <br />trom Mr. Kath. <br /> <br />Development Summary <br /> <br />1. Section 12.035 of the Roseville Zoning Ordinance sets out criteria for the issuance of a <br />special use penni! in the City ofRoseville. It states that when reviewing an application for <br />a special use permit, the Planning Commission and City Council shall consider the <br />following criteria: <br /> <br />a. Impact on traffic. <br />b. Impact on parks, streets, and other public facilities. <br />c. Compatibility of the site plan, internal traffic circulation, landscaping, and <br />structures with contiguous properties. <br />d. Impact of the use on the market value of the contiguous properties. <br />e. Impact on the general health, safety, and welfare. <br />f. Compatibility with the City's Comprehensive Plan, <br /> <br />Section 12.035 also states that the Council may attach reasonable conditions to the special <br />use permit. The addition of such conditions shall constitute a finding that the conditions <br />are necessary and reasonable. <br /> <br />2. The property under consideration is designated for business on the Cityfs Comprehensive <br />Land Use Plan map and is zoned B~3 General Business. Most retail uses are permitted in <br />this district, however, a special use permit is required for auto leasing in the City of <br />RoseviUe. Because the building was presented as a general retail building, the plans were <br />reviewed under the administrative review process, established in the zoning ordinance. <br />The building is approximately 20,000 sq. ft. in size.
