With the exception of meeting landscape screening <br />requirements along the parking lot, the building meets aU zoning and building code <br />requirements. In terms of reviewing the special use permit application with established <br />City criteria, many of the criteria deal with the building itself The building is compatible <br />with the City's Comprehensive Plan, it will not negatively impact the market value of <br />contiguous properties, the site plan internal traffic circulation, landscaping, and building <br />materials meet the City's design standards and are compatible with contiguous properties. <br />The retail use in this area is anticipated in the City's Comprehensive Guide Plan and <br />Transportation Plan. Therefore, its impact on streets and traffic is anticipated and will not <br />adversely affect the transportation system. By limiting the proposed leasing operation to <br />indoor only and to a maximum offive vehicles, the impact of the proposed vehicle leasing <br />operation will be minimal. <br /> <br />3. The Planning Commission, at the March 8, 1995 meeting, unanimously <br />recommended approval of Kenneth Kath's request for a special use permit for <br />rental and leasing of automobiles at 2611 Hamline Avenue North with the following <br />conditions: <br /> <br />a. That there be a maximum of 5 vehicles for lease on the site. <br />b. That there be indoor display of the vehicles only. <br />c. That there be no outside storage of vehicles. <br />d. That there be no vehicle maintenance on the site. ' <br /> <br />Staff Recommendation: <br /> <br />1, Mr. Kath is proposing an indoor showroom to display a maximum of five vehicles for <br />lease and for sale when the vehicles come back from leasing. He has indicated that it will <br />not be seen ftom outside the building, will not involve outdoor storage and will not <br />involve any vehicle restoration or maintenance. Given the low intensity of this use, staff <br />would recommend approval of the special use permit, subject to a maximum offive <br />vehicles, that there be indoor display only with no outside storage of vehicles, and that <br />there be no vehicle restoration or maintenance on site. <br /> <br />Council Action Requested: <br /> <br />1. Motion to approve Kenneth Kath's request for a special use permit for rental and leasing <br />of automobiles at 2611 HamIine Avenue North with the following conditions: <br /> <br />a.
