<br />4. The zoning code does not define a night watchman's residence. In fact, staff <br />has commented that a night watchman's residence has long since disappeared <br />from contemporary planning and dates the Roseville zoning code. Staff <br />continues to be of the opinion that what the code envisions as a night <br />watchman's residence would be more in terms of a place for an employee to <br />get out of the cold with, maybe, a hot plate and murphy bed. A 1400 sq. ft. <br />residence with an attached 3-plus car garage, appears to be more than this. <br /> <br />Staff Recommendation: <br /> <br />1. Staff recommends 1) defining the Kath proposal as a full time residence, and <br />2) denial of the request to establish a residence within a B-3 retail <br />development. <br /> <br />Planning Commission Recommendation: <br /> <br />1. The Planning Commission, at the January 11, 1995 meeting, determined <br />that the Kath proposal is a residence not a night watchman quarters. A <br />residence is not a permitted use in a retail B-3 zoning district. Section <br />8.235 should be reviewed and modified to clarify the differences between <br />a night watchman's quarters and a residence during the City <br />recodification process. <br /> <br />Council Action Requested: <br /> <br />1.
