10 BACKGROUND <br />� � On June 9, 2014, the City Council removed from consideration of zoning text amendments <br />� 2 associated with the University of Northwestern, modifications to Table 1005-1 pertaining to <br />� 3 housing and civic/institutional uses that the Community Development Department was <br />14 proposmg. <br />15 PROPOSAL TEXT AMENDMENTS <br />16 During the student housing review far University of Northwestern the Planning Division <br />� 7 determined that a few changes within the Commercial and Mixed Use Districts regarding <br />� g housing and civic/institutional should accompany the City portion of the proposed text <br />19 amendments. <br />2o The Planning Division views single family attached units as an appropriate housing type in the <br />2� NB district as well as multi-family (3-8 units) because these types of residential developments <br />22 can be completed on smaller commercial parcels and their impacts would be similar or <br />2s potentially less that some permitted commercial uses in the district. These are proposed as <br />24 conditional so as to mitigate any issues or concerns that could occur when adjacent low density <br />25 residential. <br />26 The Planning Commission recommended that mixed use buildings with residential over <br />27 commercial be removed as permitted use from the NB District. The concern that led to that <br />28 recommendation was that typically that type of development occurs at a building height <br />2g inappropriate for NB.
