Department Approval <br />�. �: ,� <br />Item Description: <br />BACKGROUND <br />���� , <br />J�, <br />REQUEST FOR COUNCIL ACTION <br />Date: 07/14/14 <br />Item No.: 7.f <br />City Manager Approval <br />��--�--��-�.� <br />Consider Approving IT Shared Service Agreement with the City of Columbia <br />Heights <br />Minnesota State Statute 471.59 authorizes political subdivisions of the State to enter into joint powers <br />agreements (JPA) or Shared Services Agreements for the joint exercise ofpowers that are common to each <br />entity. Over the past several months, the City of Columbia Heights and the City of Roseville have held on- <br />going discussions in regards to the sharing of IT support services. Specifically, for the deployment of new <br />Police mobile user security procedures required by the FBI for database access. Roseville currently <br />provides these same services to 5 other agencies. <br />The City of Roseville currently employs thirteen full-time employees to administer the information systems <br />for the City of Roseville and 32 other municipal and governmental agencies. The proposed Agreement with <br />the City of Columbia Heights is similar to the other agreements in both structure and substance. <br />The attached Agreement has been approved by the City of Columbia Heights and is awaiting approval from <br />the Roseville City Council. <br />POLICY OBJECTIVE <br />Joint cooperative ventures are consistent with past practices as well as the goals and strategies outlined in <br />the Imagine Roseville 2025 process. <br />FINANCIAL IMPACTS <br />The proposed Agreement provides non-tax revenues to support City operations. The hourly rates charged <br />to other cities or entities are more than the cost of a City employee; yet substantially lower than could be <br />obtained from private companies — hence the value to other cities is greater. For 2014, it is projected that <br />the services provided to Columbia Heights will include on-going services in the amount of $13,065.01 <br />annually and a one-time setup charge of up to $7,811.00. <br />There is no budget impact. The presence of the Agreement along with existing revenue sources is <br />sufficient to fund the City's added personnel, software licensing, and related information systems costs <br />related to the contracted services. <br />Page 1 of 2 <br />
