<br />- ... <br /> <br />REQUEST FOR COUNCIL ACTION <br /> <br />DATE: 04-10-95 <br /> <br />ITEM NO: G- 5 <br /> <br />Item Description: <br /> <br />Hearin <br />Harstad Homes Inc. request for concept approval of a planned unit <br />development consisting of 38 townhomes and two single family lots, a <br />rezoning from R-l to residential Planned Unit Development (POD), and <br />preliminary plat approval on land generally located west of the intersection <br />of Ow as so Boulevard South and Western Avenue. Harstad Homes, Inc. <br />also requests a change in the Comprehensive Plan map designation of the <br />site from low density residential to medium density residential. <br /> <br /> <br />Agenda Section: <br /> <br />Department Approval: <br />;pPw/rnr: <br /> <br />Background <br /> <br />1. At the February 8, 1995 meeting, the Planning Commission conducted a public hearing on <br />the application ofIndependent School District #623 for a residential planned unit <br />development consisting of 60 townhomes and 79 single family lots on land generally <br />bounded by Dale Street on the west, S. Owasso Boulevard to the north, and Western <br />Avenue to the east. This was the culmination of a planning process that began almost two <br />years ago. During the planning of the School District property, the City was interested in <br />a coordinated development scheme that would include the adjacent vacant parcels to the <br />north, These two parcels combined for a total of 16.68 acres. The development concept <br />that emerged from this planning stage consisted of approximately 95 townhomes and III <br />single family lots for the entire undeveloped area in this quadrant. It was not possible to <br />bring the land owners and the School District together into one development project, so <br />the School District moved ahead with their development review and approval process, <br />Harstad Homes has purchased both of the vacant parcels north ofthe School District <br />property and is now proceeding with their application for a planned unit development. <br />The development strategy for the townhomes of Lake Owasso planned unit development <br />are meant to be consistent with the design standards approved in the School District <br />property approvals. In fact, much of the preliminary environmental studies, wetland <br />delineation, soil testing, and other engineering aspects were done for the entire vacant <br />property as a whole, Harstad Homes is also one of the designated townhome builders in <br />the School District property and will be using the same townhome model as approved in <br />the School District PUD. <br /> <br />Development Review <br /> <br />1. The proposed project is located immediately north of the School District property. The <br />property is bounded in the east by Owasso Boulevard and Western Avenue, and on the <br />north by S. Owasso Boulevard. The north boundary is also defined by a Burlington <br />Railroad Railway line, an NSP transmission line, and an underground Amoco pipeline. <br />The site has been designated as low density residential in the Roseville Comprehensive <br />Land Use Guide Plan since 1979 and the 1994 update continues this designation for this <br /> <br />1 <br />
