<br />area. The land use plan defines low density residential as up to 4 units per acre. The <br />zoning for this property is currently R-1 Single Family Residential. Harstad Homes is <br />proposing a residential planned unit development that would include 38 townhome units <br />and 2 single family lots. <br /> <br />Existing Conditions <br /> <br />The site topography consists of rolling terrain with a high point of approximately 950 on <br />the southern boundary of the property, dropping to 893 in a wetland contained in the <br />pipeline easement. <br /> <br />As a part of the planning process, a wetland delineation was done by a wildlife biologist. <br />The site has two wetlands within its boundaries. To preserve these wetlands, the Harstad <br />plan shows open space around these protected areas. In addition, a storm water retention <br />pond is proposed for this site. <br /> <br />The site is located in the boundaries ofthe Grass Lake Water Management organization. <br />Wetland protection, water quality, and increased ponding capacity are important design <br />issues for this project and are addressed in the Engineering portion of this report. Sanitary <br />sewer and water connections will be provided through the School District development <br />project and connecting into the Western Avenue, Owasso Boulevard street connection. <br /> <br />Concept Plan Description <br /> <br />The residential planned unit development proposed by Harstad Homes includes 38 <br />townhome units and two single family lots to be built on 16.68 acres ofland creating a <br />gross project density of2.4 units per acre. The 38 single leve12-unit townhomes will be <br />priced beginning at $160,000. <br /> <br />The streets serving the townhomes Lake Owasso development are proposed to be public <br />streets with 60 feet of rightMof-way. Building setbacks for the townhome project are <br />based on the following: <br /> <br />Front <br />Rear <br />Side <br />Wetland <br /> <br />25 feet <br />30 feet <br />20 feet <br />50 feet <br /> <br />PrQject Continuity Elements <br /> <br />Like the School District project, Harstad Homes is proposing to develop an entry <br />identification feature at the intersection of the project street with Western Avenue. <br />Harstad has indicated that these areas will included a divided roadway, ornamental <br />pavement crosswalk, extensive landscaping, a project monument feature, and special <br />ornamental street lights. <br /> <br />The project site plan is proposing ornamental street lighting throughout the development. <br />These fixtures would be the same as the School District property.
