<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />,I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />Addendum to Phase I Environmental Site Assessment <br />for the DaleM Western Site in Roseville, Minnesota <br /> <br />1.0 INTRODUCTION <br /> <br />The Dale-Western site includes approximately 90 acres..ofprimarily wooded, mostly undeveloped <br />property. Two residential homes are located on the site, at 2800 Dale Street and 2939 Western <br />A venue. The site location is shown on Figure 1 in the Appendix. The site layout is shown in <br />Figure 2 in the Appendix. The site was bounded on the north/northwest by the Northern Pacific <br />Railway and Owasso Boulevard South; on the east by Mackubin Street and Western Avenue; on <br />the south by Centennial Drive and lona Lane; and on the west by Dale Street. The surrounding <br />area is generally residential. <br /> <br />A Phase I Environmental Site Assessment (ESA) was performed for the site in 1992 <br />(STS Project 95524-XA dated September 1, 1992). The Phase I ESA indicated that part of the <br />northeastern portion of the site was used for disposal of pavement sweepings by the City of <br />Roseville. The pavement sweepings were disposed of within a fonner gravel pit area. Portions of <br />the site were also reportedly used for disposal of school supplies, including desks and books. No <br />written records regarding materials disposed of at the site were maintained by the City of Roseville <br />or the Roseville School District. STS recommended that a series of test pits be excavated within <br />the vicinity of the reported disposal area to determine the characteristics of the fill. Collection of <br />soil samples for laboratory analysis was recommended within areas where potential soil <br />contamination was observed. <br /> <br />A Phase II ESA was perfonned in March 1994 (STS Project 95524-XA dated May 5, 1994). Two <br />additional potential disposal areas were identified by Roseville School District personnel during <br />the Phase II ESA. The disposal areas included a fonner greenhouse which was used for storage of <br />
