<br />Mr. John Shardlow <br />January 24, 1995 <br />Page 2 <br /> <br />· As shown in the table, the number of single family homes within the entire <br />development site decreases from 111 to 79, while the number of townhomes <br />increases from 95 to 108. Overall, the number of trips estimated to be generated <br />from the entire site is expected to decrease by about 13% (down from 1,802 to 1,565) <br />when comparing the original Concept liB" to the revised site plan. <br /> <br />· The'decrease in anticipated trip generation will impact both the School District <br />property and the private property. Anticipated impacts on the existing local <br />roadway network will be slightly less, and traffic added to area roadways during <br />the peak hour will also be less (down from 186 to 163 trips per hour, 109 in/54 out). <br /> <br />· One change in the new roadway network alignment is proposed with the revised <br />site plan. In Concept "B", a new roadway is proposed to be built intersecting <br />Western Avenue between Maple Lane Court and Millwood Street. However, in the <br />revised site plan, this roadway has been relocated to line up with Millwood Street. <br />The advantage of this change is that, by aligning this roadway with Millwood Street, <br />one less conflict point exists for traffic traveling Western Avenue. The disadvantage <br />of this change is that some development traffic will utilize Millwood Street (instead <br />of Western Avenue) to access South Owasso Boulevard on their way to Rice Street, <br />adding through traffic to a residential street. <br /> <br />· As shown in Drawing No. 2 of the initial Traffic Impact Analysis report, <br />approximately 750 vehicles per day will access ont%ff of Western Avenue via the <br />new roadway near Millwood Street. A review of the revised site plan showed that <br />this total will remain nearly the same with the development shown. Of the <br />approximately 750 vehicles per day accessing ont%ff of Western Avenue via the <br />new roadway, approximately one-third of these vehicles are anticipated to be <br />directed to South Owasso Boulevard, with the remainder traveling south to County <br />Roads C and C2. 1his means that approximately 250 vehicles per day would either <br />utilize Millwood Street or Western Avenue to gain access to/from South Owasso <br />Boulevard from the new roadway. <br /> <br />· It is likely that nearly all of 250 vehicles per day would use Western Avenue (instead <br />of Millwood Street) to access South Owasso Boulevard, for the following reasons: <br /> <br />Volumes on Western Avenue are light and sight distance is good, thus <br />making for easy access onto and off of Western Avenue from the site. <br /> <br />Millwood Street is a low speed residential roadway that leads only to South <br />Owasso Boulevard. <br /> <br />The time it would take to use Millwood Street instead of Western Avenue <br />would be greater to motorists because of stop signs at both ends of Millwood <br />
