Mr. John Shardlow
January 24, 1995
Page 3

Street, and having to cross or enter two roadways (Western Avenue and
South Owasso Boulevard) for access from the site.

· It is estimated that only 10 percent of the development traffic would use Millwood
Street from the above mentioned site access (25 vehicles per day, or 4 vehicles
during the peak hour), with the remainder using Western Avenue. Thus, the impact
on Millwood Street appears to be fairly insignificant. Even if all of the 250 vehicles
per day needed to use Millwood Street for one reason or another, this translates to
adding approximately 25 vehicles to Millwood Street during the peak hour (or 1
vehicle every 2.4 minutes).

· Concerns have been expressed about potential limited sight distance from the
development site roadway accessing Dale Street (north of Terrace Drive). As it
appears on the site plan, only 200 to 300 feet exists between the new roadway and
where Dale Street turns northeast into South Owasso Boulevard. However, traffic
should be moving slowly from South Owasso BoUlevard onto Dale Street (due to the
posted 30 mph speed limit, the 900 turn from South Owasso Boulevard onto Dale
Street and the railroad tracks that must be crossed prior to going southbound on
Dale Street). Secondly, sight distance north and south from the new roadway
appears to be clear, with motorists appearing to be able to see from the new
driveway up to the curve without any obstructions. It is recommended, however,
that landscaping be kept back from the driveway a short distance (50 to 100 feet) so
that motorists are easily observable for Dale Street traffic.

If you need any further clarification regarding any of the above mentioned items, or if we can
provide any assistance in further evaluating any of these concerns, please feel free to contact us.

tIo
c: Len Newquist, SEH
John Gray, SEH
