Some stretches of streets within the project have been cleaned by our landscape
contractors and the individual builders. The entire project will be swept over this weekend after individual
builders have cleaned their areas with bobcats.

There is no excuse for the streets not being kept clean in the project and you have my assurance that we will
do a better job of staying on top of the situation. Our agreement with our builders called for them to take
over responsibility for maintaining the streets after they were paved. Our subcontractors are responsible for
cleaning up after themselves and we have experienced some finger pointing as we have worked to sort out
responsibility for various areas of dirty streets.

Several activities (in addition to the builder's activities) have contributed to the dirty streets. These include
NSP's installation of the street lights, Houle's construction of the sidewalks and the grading and sodding
and seeding ofthe boulevards and the installation of streettrees and entrance plantings. For more than three
weeks we have been getting reassurance that Houle would be completing the seeding and mulching that they
are required to complete and would clean all of Ow as so Hills Drive when they finished. They have still not
completed all of their work so we are just going to go ahead and clean the streets anyway.

In the very near future we will be in a position where our subcontractors will be finished and the builders
will assume full responsibility for keeping the streets clean. We have made arrangements with a street
cleaning service and if our builders fail to keep the streets clean, we will simply have them cleaned and bill
the builders.

Sincerely,

DAHLGREN, SHARDLOW, AND UBAN, INC.

cc: John Thein
