These mitigation activities must occur within the same watershed <br />as the impact occurs. The act also mandates that restoration or creation of replacement <br />wetiands only be considered after an applicant has demonstrated that the impacts can not <br />be avoided, further minimized, corrected or eliminated over time. By utilizing this approach wetland replacement costs will be <br />kept to a minimum and any additional permitting will be more easily facilitated.
