It is classified as a Type 3 (Inland Shallow <br />Fresh Marshes) basin 6 is classified as a complex of PEMF (Palustrine <br />Emergent Vegetation Semipermanently Flooded) and PFOIB (Palustrine <br />Forested Deciduous Saturated). <br /> <br />Plant species identified along the wetland boundary include: boxelder Acer <br />negundo (facultative wetland)~ willow Salix spp. (facultative wetland-), <br />American elm Ulmus americana (facultative wetland-) and goldenrod <br />Solidago spp. (facultative upland). Species inside the wetland boundary <br />include: sedges Carex spp. (obligate wetland), reed-canary grass Phalaris <br />arundinacea (facultative wetland), and water plantain Alisma plantago <br />(obligate wetland). <br /> <br />Basin 6 soils are very dark grayish brown (10 YR 3/2), black (10 YR 2/0) <br />and very dark brown (10 YR 2/2) silty loam. Soils at stakes 13 and 14 are <br />disturbed. <br /> <br />The site lies within the S1. Paul-Ramsey Watershed District boundaries in the City of <br />Roseville, Minnesota. <br /> <br />Mitigation will be necessary for any impacted portions of wetland. Replacement of the <br />filled or drained portions of w'etlands is required. If this occurs, replacement will need to <br />be of the same wetland type and within the same watershed and preferably on the same <br />site. <br /> <br />Wetlands were delineated according to the Federal Manual for Identifying and <br />Delineating Jurisdictional Wetlands (Interagency Task Force on Wetland Delineation <br />1989) as required by the 1991 Wetland Conservation Act. Because the 1989 manual has <br />a more conservative hydrologic requirement than the 1987 Corps of Engineers Wetland <br />Delineation Manual, delineated boundaries should be consistent with or more conservative <br />(drier) than those arrived at using the 1987 manual. <br /> <br />With the passage of the Wetland Conservation Act of 1991 wetlands on this site now come <br />under the jurisdiction of the Board of Water and Soil Resources. The responsibility for <br />administering the provisions of this legislation is up to the local unit of government (LGU). <br />In this case, the City of Roseville will oversee as LGU. We have reviewed the various <br />exemptions contained in the Act and fwd that, no exemptions apply. The project must <br />be certified by the LGU as having complied with the provisions of the Act.
