<br />~ Metropolitan Council <br />~ Working for the Region, Planning for the Future <br /> <br />December 19, 1996 <br /> <br />Mr. Dennis Welsch <br />City of Rosevi11e <br />2660 Civic Center Drive <br />Roseville, MN 55113 <br /> <br />RE: City of Roseville - Minor Plan Amendment <br />Owasso Hins - Referral File No. 15347-9 <br /> <br />Dear Mr. Welsch: <br /> <br />Metropolitan Council staff has reviewed the materials submitted for the Owasso Hills minor <br />comprehensive plan amendment. The amendment was originally, prepared after City Council <br />approvaJ on February 27, 1995, but neither the city or the Metropolitan Council has record that it <br />was submitted for review. <br /> <br />The minor amendment was to shift the location of a city park from one side of a development to the <br />other, making room for more wetland protection and a mixed housing project. With this change, <br />the comprehensive land use designation was also changed to correspond to the new park location. <br /> <br />Because this amendment has already been adopted by the city and put into place, we will not <br />conduct a formal review. However, the infonnal staff review indicates that this amendment has no <br />impact on any metropolitan systems and does not affect policies and plans in other chapters of the <br />Metropolitan Development Guide. The Council, therefore, waives any further review and comment <br />on this amendment. <br /> <br />The amendment, and explanatory materials supplied will be appended to the city's plan in the <br />Council's files. <br /> <br />Sincerely, <br /> <br />~~ <br /> <br />Thomas C.
