Community Development Department November 20, 1996 Mr. Dick Thompson Metropolitan Council Mears Park Centre 230 East Fifth Street St. Paul, Mn. 55101-1634 Re: City of Roseville 1995 Owasso Hills Comprehensive Plan Amendment Dear Dick: I have reviewed our past records regarding the City of Roseville request for Metropolitan Council approval of a minor amendment to our 1994 Roseville Comprehensive Plan. My records show that the amendment was prepared for Metro Council submission and review after the City Council approval on February 27, 1995. However, I do not have a copy of the conveyance materials sent to you. The minor amendment actually only shifted the location of a city park from one side of the development to the other, making room for more wetland protection and a mixed housing project including townhomes and single family houses. When the park location was changed, the comprehensive land use designation was changed to correspond with the new location. I have attached the copies of Council and Planning Commission minutes as well as details regarding this 8.5 acre map amendment to the City Comprehensive Plan, relocating the park from the east central area to the north west comer of the Owasso Hills development. I inferred from our meeting that this change in the location of the park may be considered a local decision that had no impact on regional systems and therefore could be reviewed by the Metropolitan Council staff with no further action necessary.
