Because of the large size, <br />special grading concerns (demolition debris removal, etc.), and steep topography, soil erosion <br />control will be very difficult on this site. The City should reserve the right to require <br />additional erosion and sediment control activities as necessary during the construction phase <br />of the proj ect. <br /> <br />I was told by lames Orr (site engineer) that the site will be in a constant state of <br />grading activity for about five months because of the various and sundry debris removal and <br />relocation activities associated with the site, Le., the VIC activities. For this reason, Mr. Orr <br />stated that phased grading of the site, to minimize erodible exposed soils, will not be possible. <br />In light of this apparent fact, the most effective means of controlling soil erosion, limiting <br />exposed soils will not be available. <br /> <br />Because of the large exposed area and type of grading activities, wind generated soil <br />erosion may be a major problem. Periodic soil wetting and other activities as described in <br />practice 3.4 (Temporary Dust Control) in the Ramsey County Erosion and Sediment Control <br />Handbook should be required. <br /> <br />The plan appears to protect wetlands from sedimentation by the use of Silt Fences. <br />Proper installation and maintenance will be critical to the success of this activity. Daily ou- <br />site inspection should be the nonnative. <br /> <br />Soil tracking onto adjacent streets will also be a concern. All site ingress/egress should <br />be confined to the proposed rock pads. However, daily street sweeping may also be necessaJ;)'. <br /> <br />If the storm sewers are made operational prior to vegetative stabilization, storm sewer <br />inlet sediment traps should be required (see practice 3.11 in the aforementioned handbook for <br />recommend practice standards). <br /> <br />An Equal OpportUt1lty Employer <br />
