<br />Page Two ~ 623 Site <br /> <br />If at all possible, I strongly encourage temporary and/or permanent stabilization <br />(vegetation, mulch, and impeIVious surface) of exposed soils if there will not be significant <br />alteration of the grade prior to completion of site construction. If the site will be exposed <br />into the winter of 95/96, at the very least, mulching exposed soils will be essential. <br /> <br />In summary, I strongly recommend the City reseIVe the right to require additional <br />practices if site conditions warrant.
