<br />intersections at Western Avenue and Dale Street and at the intersections of the streets <br />serving the townhome neighborhoods at Dale and trom the main project street. The <br />district has indicated that these areas will include divided roadways, ornamental pavement <br />crosswalks, extensive landscaping, a project monument feature, and special ornamental <br />street lights. The design of the sign system has not been finalized at this point and will <br />need to be approved by the City prior to construction. <br /> <br />The project site plan is proposing ornamental street lighting throughout the developrp.ent <br />with groupings at the main entrances. NSP has a limited number of lighting standard <br />designs. If the applicant chooses one of the standard fixtures and poles, NSP will provide <br />maintenance for the street lights. If they choose light fixture and standards that NSP does <br />not work with, the homeowner's associations will be responsible for street light <br />maintenance. <br /> <br />The School District is also proposing to provide continuity throughout the development <br />by including uniform site furnishings such as mail boxes, crosswalk treatments, <br />neighborhood bulletin boards, etc. In addition, they have indicated that all project <br />identification signs will be designed as a uniform package, <br /> <br />Project Maintenance - Homeowner's Association <br /> <br />It is proposed that the single family neighborhood and townhome neighborhoods of the <br />project will each have a separate homeowners association, Initially, the builders and <br />School District representatives will be responsible for the association through project <br />completion. Once the project is completed, the associations will be governed by a board <br />elected from the people living in the neighborhood. Association fees will be levied against <br />the members of that association for on-going maintenance responsibilities. <br /> <br />Areas where the association will need to be responsible for maintenance include entry <br />island maintenance, private open space maintenance, monuments, if necessary street light <br />maintenance, and maintenance of common element such as mail boxes, or other amenities <br />not typically found in typical developments. Final homeowner's association documents <br />must filed with Ramsey County, <br /> <br />Sidewalks and Trail Systems <br /> <br />As proposed, the project includes a 6 foot wide sidewalk in the right-of-way on the north <br />side of the project street. This sidewalk moves through the project connecting Dale Street <br />and Western Avenue, It is intended to provide public access to the proposed park. The <br />connecting road to the Harstad proposed project should also include a sidewalk to connect <br />that neighborhood and the future connection to Western Avenue to the park. Park <br />Department staff people have asked that the lots fronting on the park be adjusted to <br />provide a second connection to the park. This should be shown as permanent right-of- <br />way on the final plat. At this point, the proposal does not show trails within the open <br />space surrounding the wetlands in the project. Builders in the development have <br />expressed concerns regarding privacy and security with trails in the rear yards of homes <br />but this must be balanced with the ability to provide walking access to the neighborhood <br />park. Further explanation of a pathway system should be required before final plat <br /> <br />5 <br />
