<br />recommended approval of a pun Concept Plan and Preliminary Plat approval for <br />the Hills of Lake Owasso development consisting of 79 single family and 60 <br />townhome lots subject to the following conditions: <br /> <br />(1) All wetlands to be platted as outlots and deeded to the City, and easements <br />shall be provided for the maintenance of all NURP basins and drainage <br />improvements. <br /> <br />(2) Trail connections to be provided to the neighborhood park from the <br />proposed sidewalk along the main through street in the development and to <br />provide access to the Judith Avenue neighborhood. These trails shall be <br />dedicated as pedestrian rights-of-way and the specific locations and design <br />shall be determined in cooperation with the Parks Commission and staff. <br /> <br />(3) The applicant shall cooperate with the staff and Peter Gryskewicz in the <br />process of evaluating the City's purchase of his property for storm water <br />ponding purposes. If the City chooses not to acquire this property and Mr. <br />Gryskewicz decides to pursue its development as a single family residential <br />lot, the applicant has volunteered to grant an access easement to serve this <br />lot. <br /> <br />(4) Final details of the proposed storm water drainage system design shall be <br />completed in accordance with the Grass Lake Water Management <br />Organization resolution and the City's Comprehensive Water Management <br />Plan. Any major changes to these designs that cause a modification of the <br />Concept Plan shall return to the Planning Commission for review. <br /> <br />(5) Any reduction in the size or changes to the shape of the neighborhood park <br />that would result in an increase in the number of lots shall return to the <br />Planning Commission for review. <br /> <br />(6) The proposed cul-de-sacs in the townhome areas shall be 28 foot streets <br />located within 50 feet rights-of-way. The cul-de-sacs shall be modified to a <br />"tear drop shape" to facilitate maintenance and be located on 120 feet wide <br />rights~of-way . <br /> <br />(7) One side of 28 foot streets be posted for no parking. <br /> <br />(8) Sidewalk on one side of main streets through development. <br /> <br />(9) Proof of park in case stormwater runoff prevents use of park as <br />contemplated. <br /> <br />(10) Staff work with developer to provide proper screening and landscape buffers <br />between development and existing development. <br /> <br />(11) Relevant portions of deed covenants be incorporated into pun agreement to <br />insure proper maintenance and architectural control. <br /> <br />13 <br />
