Abra Inc.~ as a part of a joint venture with Wally McCarthy Automotive~ is applying for a <br />special use permit to operate an automotive wholesale fleet repair and reconditioning <br />facility proposed to be located in a multi-tenant industrial building at 2033 County Road <br />C-2 in Roseville. The property under consideration is zoned I-I Light Industrial and <br />automotive repair requires a special use permit in this district. <br /> <br />Development Review <br /> <br />1. The facility under consideration is a multi-tenant industrial building at 2033 W. County <br />Road C-2. This building is part of a six building complex that shares common access. <br />The proposed repair and reconditioning facility will occupy 18,000 sq. ft. of the 48,000 sq. <br />ft. building. The current space is served by one drive in overhead door on the south side <br />of the building and three loading docks on the north side of the building. The applicant <br />intends to install two additional drive in overhead doors on the south side of the building. <br /> <br />2. The nature of the business is the repair and reconditioning of automobiles under fleet <br />ownership. The vehicles would be received in the facility on an appointment basis. <br />Reconditioning could include the installation of new tires, engine tune-ups~ upholstery and <br />interior reconditioning, glass replacement, minor body work and painting, exterior clean <br />up and other miscellaneous repair and reconditioning procedures. The business was <br />described as not being a retail operation but rather a service facility for customers with <br />fleet operations. <br /> <br />3. The building site currently has 80 parking stalls. On a prorata basis~ the applicants leased <br />facility would be allowed the use of 30 parking stalls. They have indicated that they do <br />not anticipate employing more than 15 technicians at this facility at any given time. All <br />fleet automobiles will be received on an appointment basis and will not require any outside <br />storage of automobiles. The applicant has indicated that if any vehicle parking was <br />required, that it would take place at its Long Lake Road facility with vehicles being <br />shuttled between that location and the reconditioning facility. With the exception of tIle <br />additional drive in doors~ no exterior modifications are proposed for the building. <br /> <br />4. The Planning Commission, at the February 8, 1995 meeting, unanimously <br />recommended approval of Abra Inc.'s request for a special use permit for wholesale <br />
