However, when the third lane occurred, Mr. Culver <br />500 <br />advised a noise wall would need to be installed, an sed on preliminary noise <br />501 <br />wall studies along this corridor indicating areas t alified under those <br />502 <br />standards. <br />503 <br />504 <br />505 <br />506 <br />507 <br />508 <br />509 <br />510 <br />511 <br />512 <br />513 <br />514 <br />At the request of Member Gjerdingen, Mr. Culver advised that a mill and overlay <br />of Lexington in that area would be included as part of the project; and while <br />MnDOT has accommodated the City's request for a 10' clear zone on the east <br />side of Lexington, it was doubtful they would agree to any additional widening to <br />accommodate pedestrian facilities due to lack of additional funding, and the need <br />for Ramsey County to fu additional b e length to accomplish that additional <br />width. At the request o ember Gjerding n, Mr. Culver roughly estimated the <br />cost for six lanes with s4holders at a significant amount per linear foot, $100 - <br />$150 per square foot of additional bridge. <br />Mr. Schwartz concurred, and advised that Ramsey County did not foresee, in the <br />515 next twenty years nee ing additional capacity in this area which may be a value <br />516 judgment eir part ut supporting their cost analysis projections and <br />517 planning. <br />518 <br />519 ember Gjerdingen opined t at this put City in a tough spot; and questioned <br />520 how the cross section of road under the bridge compare to the north/south areas of <br />521 Lexington and Sherren. <br />522 <br />523 M Iver advised that there would be about the same area as far as width on the <br />524 left, nd it smaller than the rest of the roadway, it seemed prudent to expand the <br />525 width unless this is a natural chokepoint. However, Mr. Culver opined that it <br />526 would be difficult for the City to consider expansion of Lexington Avenue north <br />527 or south of the bridge to add a full additional travel lane, based on available of <br />528 rights-of-way. <br />529 <br />530 Additional discussion ensued regarding Member Gjerdingen's concerns about <br />531 sufficient space on the shoulder for pedestrian and bicycle traffic; 40 mph speeds <br />532 posted on Lexington Avenue; with Member Gjerdingen offering to personally <br />533 measure the roadway to alleviate his curiosity and concerns; seeking assistance <br />534 from staff to determine the actual right-of-way locations and widths. <br />535 <br />Page 12 of 18 <br />
