Communication Items <br />39 Mr. Schwartz and Mr. Culver respectively reviewed project updates and <br />40 maintenance activities listed in the staff report dated June 24, 2014. <br />41 <br />42 Discussion included progress to -date on County Roads B and B-2; whether or not <br />43 the City ordinance was silent or if there was a current ordinance permitting or <br />44 prohibited bicycling on sidewalks in business districts that superseded State <br />45 Statute (request of Member Wozniak), with staff tasked to follow-up and report <br />46 back to the PWETC in the near future, but staff advising that the City of <br />47 Roseville had no formal business districts established for maintenance <br />48 purposes as a land use designation versus the state's definition of "business <br />49 district;" with Mr. Schwartz requesting assistance from Member <br />50 Gjerdingen in researching ordinances from other communities and State <br />51 Statute, based on his interesting in c' y -wide pathways. and future bicycling <br />52 around the Rosedale area once the County Road B-2 pathway was co pleted and <br />53 how to define it to accommodate, bicyclers and other use (e.g. <br />54 skateboards, roller blades, etc.). The consensus of the PWETC was that once the <br />55 County Road B-2 was completed, if bicycling on side alks was promoted in that <br />56 area, that the Ci of Roseville was doing so egally a ithin the parameters of <br />57 State Statu <br />58 IL <br />59 Additional discussion included individual member s pport for bicycling on <br />60 sidewalks in general; the difference in recreational and commuter bicycle traffic; <br />61 and how best to protect students en -route to and from school; existence of an <br />62 ordinance in Minneapolis addressing tho ssues; ability to enforce by the Police <br />63 Department due to other priorities; an eeping it in mind for future developments <br />64 (e.g. Rice Street corridor). <br />65 <br />66 Specific to the 2014 PMP Project and installation of storm water retention <br />67 and treatment devices to address historic drainage issues, Chair Stenlund <br />68 requested additional information on the status of ponds in that area <br />69 (Dellwood and Sherren Streets); with staff duly noting the request for <br />70 additional information for the PWETC; Mr. Culver did report that the <br />71 improvements included a substantial underground storage on the east side, which <br />72 was originally bid to be constructed of precast concrete structures, but an alternate <br />73 submitted providing more storage available by using aluminized corrugated pipes <br />74 was received and after review by staff determined to be the most cost-effective <br />75 and efficient storage solution, as well as causing less disturbance at those times. <br />76 Therefore, Mr. Culver advised that both location would be constructed using <br />77 those systems, ultimately improving storm water conveyance at Dellwood and <br />78 Sherren Streets. <br />79 <br />Page 2 of 18 <br />
