For many years Jack Simpson has been operating Simpson Leasing at the corner of <br />Snelling Avenue and Lydia in Roseville, With the College Properties Eagle Crest project <br />on Lincoln Drive, south of Lydia, Mr, Simpson's property was purchased by the College <br />and incorporated into the planned unit development as a future development pad. The <br />completion of the actual purchase agreement took longer than anticipated, due in part to <br />the PCA's concern over potential hazardous materials on the site. Those issues were <br />resolved and the sales transaction is nearing completion. Mr. Simpson would like to <br />continue his automobile leasing business here in Roseville and has been searching for a <br />new location, <br /> <br />Development Summary <br /> <br />1. Section 12.035 of the Roseville Zoning Ordinance sets out criteria for the issuance of a <br />special use permit in the City ofRoseville. It states that when reviewing an application for <br />a special use permit, the Planning Commission and City Council shall consider the <br />following criteria: <br /> <br />a, Impact on traffic. <br />b. Impact on parks, streets, and other public facilities. <br />c, Compatibility ofthe site plan, internal traffic circulation, landscaping, and <br />structures with contiguous properties. <br />d. Impact of the use on the market value of the contiguous properties. <br />e, Impact on the general health, safety, and welfare, <br />f Compatibility with the City's Comprehensive Plan. <br /> <br />Section 12.035 also states that the Council may attach reasonable conditions to the special <br />use permit. The addition of such conditions shall constitute a finding that the conditions <br />are necessary and reasonable, <br /> <br />2. Mr. Simpson is proposing to lease office space in the office building located at 2845 <br />Ham1ine Avenue North. The property is zoned SC Shopping Center and shares parking <br />with the Hamline Center Shopping Center, immediately to the west of the office building. <br />In addition to the office space Mr. Simpson proposes t01ease, the landlord would <br />designate five parking spaces in the lot for Mr. Simpson to store and lease vehicles. Auto <br />leasing requires a special use permit in this zoning district. <br />
