Masterpiece Homes also <br />requests a change in the Comprehensive Land Use Guide Plan Map <br />designation of the site ITom low density residential to medium density <br />residential. <br /> <br />Background <br /> <br />The Whaley property, located at 1061 Roselawn Avenue, is 3.19 acres in size, is zoned R~l Single <br />Family Residential and is designated as low density development on the City's Comprehensive <br />Land Use Guide Plan, The property currently has one single family house located in the <br />approximate middle of the lot and a older farm out-buildings located in the rear ofthe property. <br />To the north, east, and south of the site, the land use is existing single family neighborhoods. To <br />the west and adjacent to the property is the True Value Hardware Store that ITonts on Lexington <br />Avenue. <br /> <br />At the May 10, 1995 Planning Commission meeting, Gordy Howe, of Masterpiece Homes, <br />presented a sketch plan proposal for a 16 unit townhouse development proposal for this site. The <br />sketch plan followed a series of neighborhood meetings and a presentation to the City Council at <br />their March Work Session. <br /> <br />Development Summary <br /> <br />The proposed project is located immediately north of Rosel awn Avenue, east of Lexington. The <br />property is bounded on the north by single family homes fronting on Ryan Avenue, to the east by <br />single family homes fronting on Draper Avenue, to the south by single family homes on the south <br />side of Rosel awn Avenue and to the west by the True Value Hardware Store ITonting on <br />Lexington. The site has been designated as low density residential in the Roseville <br />Comprehensive Land Use Guide Plan since 1979 and the 1994 update continues this designation <br />for this area. The land use plan defines low density residential as up to 4 units per acre, The <br />zoning for this property is currently R-l Single Family Residential. Masterpiece Homes is <br />proposing a residential planned unit development that would include 16 townhome units. <br />
