Masterpiece Homes also requests a change in the Comprehensive Land Use Guide Plan Map designation of the site ITom low density residential to medium density residential. Background The Whaley property, located at 1061 Roselawn Avenue, is 3.19 acres in size, is zoned R~l Single Family Residential and is designated as low density development on the City's Comprehensive Land Use Guide Plan, The property currently has one single family house located in the approximate middle of the lot and a older farm out-buildings located in the rear ofthe property. To the north, east, and south of the site, the land use is existing single family neighborhoods. To the west and adjacent to the property is the True Value Hardware Store that ITonts on Lexington Avenue. At the May 10, 1995 Planning Commission meeting, Gordy Howe, of Masterpiece Homes, presented a sketch plan proposal for a 16 unit townhouse development proposal for this site. The sketch plan followed a series of neighborhood meetings and a presentation to the City Council at their March Work Session. Development Summary The proposed project is located immediately north of Rosel awn Avenue, east of Lexington. The property is bounded on the north by single family homes fronting on Ryan Avenue, to the east by single family homes fronting on Draper Avenue, to the south by single family homes on the south side of Rosel awn Avenue and to the west by the True Value Hardware Store ITonting on Lexington. The site has been designated as low density residential in the Roseville Comprehensive Land Use Guide Plan since 1979 and the 1994 update continues this designation for this area. The land use plan defines low density residential as up to 4 units per acre, The zoning for this property is currently R-l Single Family Residential. Masterpiece Homes is proposing a residential planned unit development that would include 16 townhome units.
