At the regular meeting of August 14, 1995, the City Council gave Masterpiece Homes Inc, <br />general concept plan approval of a planned unit development consisting of 16 townhomes, <br />a rezoning from R-I to Residential Planned Unit Development, and a preliminary plat on <br />land located at 1061 Roselawn Avenue. The City Council also approved a change in the <br />Comprehensive Land Use Guide Plan map designation for this site from low density <br />residential to medium density residential. (The Planning Commission had recommended <br />approval at its June 14, 1995 meeting). <br /> <br />2. The residential planned unit development proposed by Masterpiece Homes includes eight <br />2-unit townhome buildings to be built on 3.19 acres of land creating a gross project <br />density of 5 units per acre. The 16 single level townhomes will be priced beginning at <br />$150,000. The revised site plan approved at the August 14, 1995 City Council meeting, <br />included moving the pond to the northeast corner of the property and realigning the <br />private drive to service a repositioning of the units and eliminating the need for the <br />turnaround in the west side ofthe project. The gazebo and open space for the project <br />have been moved near the entrance from Roselawn Avenue. <br /> <br />3. The PUD shall st'lte the project approval is based on the August 14, 1995 meeting, A <br />draft version of the agreement is included for Council consideration, <br /> <br />Staff Recommendations: <br /> <br />1, Staff recommends approval of the Masterpiece Homes Inc. request for final POD <br />development plan and agreement, the subdivision development agreement, and the final <br />plat approval for the property located at 1061 Roselawn Avenue subject to: <br /> <br />a) the conditions of approval at the August 14, 1995 City Council meeting: <br /> <br />1) A contribution to the sidewalk fund will be required for the Roselawn <br />Avenue frontage. <br />2) A curb cut will be required at Oxford Street and will need to be <br />constructed to Rosevlle standards. <br /> <br />1 <br />
