Section 7.180 of the Roseville Code states that it is the policy of the City to maintain a <br />harmonious and high standard of residential development and to protect such areas iTom <br />deleterious effects through insuring that both new and relocated dwellings iTom other <br />areas) both trom within the City and from outside, shall meet specified requirements. The <br />code goes on to say that relocation of dwellings shall be permitted in the zoning district <br />where all necessary specifications as to lot sizes, setbacks, type of use, height regulation) <br />and all other conditions as laid down in the code are met. In order to relocate a building <br />within the City ofRoseville, it is necessary first to receive a special permit iTom the City. <br />Prior to the issuance of this permit, the Chief Building Official shall inspect the building <br />proposed to be relocated and present a report to the City as to the buildings condition and <br />compliance with building code requirements. <br /> <br />2. Daniel Neujahr is proposing to relocate an existing single family dwelling unit currently <br />located in the City of S1. Paul to a residentia110t located at 3125 Rice Street in Roseville. <br />The property abuts and is directly south of the railroad right-of-way as it crosses Rice <br />Street. The lot exceeds the 11,000 sq. ft. minimum lot size required by the City code and <br />is zoned R-l Single Family. Currently) the lot is littered and somewhat overgrown, <br />although there are a number of existing oaks on the property. <br /> <br />3. It is Mr. Neujahr's proposal to relocate the 24 x 46 single story rambler onto the site and <br />construct an attached 2-car garage. As the attached report from the Chief Building <br />Official indicates, the house is a preconstructed structure that is basically sound but needs <br />to be upgraded to meet all plumbing) electrical, mechanical, and other building codes. <br />These upgrades will need to be completed prior to the issuance of a Certificate of <br />Occupancy. <br /> <br />4. Staff has discussed these items with the applicant, as well as questioning the oversized <br />door on the back of the garage. Mr. Neujahr has indicated that this door is meant to <br />provide access for a recreational vehicle. Staff reiterated that while this property is <br />located on Rice Street, it is zoned R-1 Single Family and commercial or industrial uses are <br />not allowed. <br /> <br />5. The Planning Commission, at the April 12, 1995 meeting, unanimously <br />recommended approval of this request with the condition that no commercial or <br />industrial uses be placed on the R-l site. <br /> <br />1 <br />
