Approval of Minutes of the December 1, 2009 Meeting <br />Enclosed is a copy of the minutes of December 1, 2009. Please be prepared to approve or <br />amend. <br />Requested Commission Action <br />: Approve/amend minutes of the meeting of December 1, <br />2009. <br />3. Clearwire Proposal at Acorn Park <br />This has been a continued item. Following is some history as well as the latest development. <br />History <br />th <br />On your September 19 tour of parks and facilities, you visited Acorn Park to discuss a <br />proposal by Clearwire Communications to install a data antenna that includes a 7x7 ground <br />cabinet to house the electronics. The proposal was to remove and replace one of the hockey <br />rink light poles with a taller pole, i.e. from 35 ft. to 120 ft. and install the data antenna on the <br />top. The hockey rink lights would be reattached at the same height on that same pole with <br />similar dimensions. This proposal appeared to be workable and be relatively unobtrusive for <br />the park. <br />In order to limit the number of poles in any particular area, the Community Development <br />Department planning staff determined that the zoning code suggests a co-location on towers <br />be considered over a single provider pole. This would require a higher and larger pole (150’) <br />and a significant amount more ground space i.e. 24 x 24 and may include a building to <br />accomodate the needs. With this specific proposal, the City is the property owner and has the <br />discretion to support the proposals or not. <br />At your November 2, 2009 meeting you recommended proceeding with the single provider <br />concept, with specific guidelines. You also suggested that a co-location scenario would be a <br />new and different discussion with greater impacts to the park and something that you were <br />uncomfortable with being in the park, especially how active Acorn Park is and that the City is in <br />the middle of updating the Park and Recreation System Master Plan. <br />Latest <br />City Staff has determined to move forward with planning for the co-location tower in Acorn <br />Park. With that in mind we have walked the park to determine a least interfering site. Attached <br />are three diagrams depicting ground space usage at Acorn Park using three different <br />scenarios: <br />Scenario A - Clearwire only provider <br />Scenario B - Three Providers - (similar to Clearwire) <br />Scenario C - Clearwire with a large provider like Verizon <br /> <br />
