LienINorth Heights Lutheran Church request for a interim use permit <br />at 2701 Rice Street. <br /> <br />Background <br /> <br />1. The North Heights Church was organized in 1947 and has been located in the northeast <br />corner of County Road C and Rice Street. The church purchased the school building tram <br />the School District in 1981 and has been using the facility for school and other church <br />programs. The property is zoned R-I Single Family and is designated for both School and <br />Church on the City's Comprehensive Land Use Guide Plan. <br /> <br />Development Review <br /> <br />1. North Heights Church is currently raising funds to expand their Arden Hills facilities. <br />Upon completion of this expansion, most of the administration and program office now <br />housed in the school building in Roseville, will be moved to Arden Hills. In the interim, to <br />meet the needs of the school, two classrooms that are currently used for staff offices need <br />to be returned to classrooms by the Fall of 1995. To house the displaced staff offices until <br />the new Arden Hills facility is completed, North Heights Church is requesting an interim <br />use permit to place two temporary 24' x 70' modular office spaces on the site. <br /> <br />2. Sections 13.400 through 13. 420 state that the City Council may authorize an interim use <br />of property. These interim uses might not be consistent with the land uses designated on <br />the adopted land use plan and they might also fail to meet all the zoning standards <br />established for the district in which it is located. The Council may attach conditions to the <br />interim use permits and will establish a specific date or event that will terminate the use of <br />the property. The Council should also determine that the approval of the interim use <br />would not result in adverse affects on public health, safety, and welfare and that it will not <br />impose additional costs on the public if it is necessary for the public to take the property in <br />the future. Finally, the code states that applications for interim use permits shall be <br />processed in the same manner as special use permits. <br /> <br />3. As the. site plan indicates, the proposed location for the temporary office space is located <br />in a courtyard area near the school building. The North Heights Church people have <br />indicated that the buildings will be separated tram the school building by at least 15 feet. <br />Building inspection staff and the Fire Marshal have reviewed this location and have <br />indicated that it meets setback code requirements. The Engineering Department staffhave <br />reviewed this proposed interim use and has indicated that the plans submitted to the City <br />do not address drainage and it is their recommendation that materials submitted at the time <br />ofbuilcling permit application indicate how drainage will work in this courtyard. <br />
