ROSEVILLE PARKS AND RECREATION COMMISSION <br />MINUTES OF MEETING OF JANUARY 6, 2009 <br />ROSEVILLE CITY HALL ~ 6:30PM <br />PRESENT: <br /> Brodt Lenz, Hiber, Kamrath, Kruzel, Pederson, Ristow, Stark, Willmus <br />ABSENT: <br /> Kendall notified staff ahead of time that he was unable to attend <br />STAFF: <br /> Brokke, Anfang <br />INTRODUCTIONS/ROLL CALL/PUBLIC COMMENT <br />1. <br />No Public Comment <br />APPROVAL OF MINUTES – DECEMBER 2, 2008 MEETING <br />2. <br />Commission Recommendation:. <br /> Minutes for the December 2, 2008 meeting were approved unanimously <br />ROSEVILLE AREA HIGH SCHOOL ATHLETIC DIRECTOR PRESENTATION <br />3. <br />Jenny Loeck and Roseville Area Schools Superintendent John Thein were in attendance to talk about the <br />relationship between City and School and provide an overview of school district use and needs for athletic <br />fields and activity areas. Roseville Area Schools and Roseville Parks and Recreation have always enjoyed a <br />very cooperative relationship. Roseville Schools is looking at possibly upgrading the High School Stadium <br />with artificial turf and other event amenities. Artificial Turf would allow for additional access to the field by <br />physical education classes, school district athletic teams, community sports teams and parks and recreation <br />programs. Jenny Loeck presented the many benefits of artificial turf.Following the presentation, John Thein <br />and Jenny Loeck took questions from the Commission. <br />MURIEL SAHLIN ARBORETUM RESTROOM/MULTI PURPOSE FACILITY <br />4. <br />Brokke spoke of Central Park Foundation’s significant contributions to all of Central Park and their noteworthy <br />involvement in the development of the Muriel Sahlin Arboretum. One significant piece missing from the <br />Arboretum is a permanent restroom facility. The Central Park Foundation would like to make this happen. <br />Foundation Committee members have been working on a proposal and would like the opportunity to bring it to <br />the Parks and Recreation Commission for their feedback. <br />Commission Recommendation: <br />Commission recommended Foundation coming back with more details. Motion made by Ristow to carry this <br />item forward to the February meeting. Second by Pederson. Motion passed unanimously. <br />MASTER PLAN CONTINUED DISCUSSION <br />5. <br />Brokke reported to the Commission that funding for Master Planning has been removed from the 2009 budget. <br />Discussion and questions by Commission followed. <br />Commissioners inquired into possible phased funding/payments and suggested that outlining such a <br />project might jump start the process. <br />Pederson commented that the master planning process needs to be done before the parks get too run <br />down. <br />Brokke mentioned that the process has been driven by community interest and the Imagine Roseville <br />2025 outcomes. <br />Willmus believes it is important to go forward and identify key components of the parks and recreation <br />system. With a completed master plan you have a tool to take to the community for referendum <br />consideration. It is up to the public to decide what should be done. <br />Stark recognizes that economic conditions have changed since first considerations of a Master Planning <br />Process, but, he still feels that the City should move forward with the process. <br />Ristow continues to advocate for local sales tax to rebuild the parks. <br />Brokke thanked the Commission for the input and insight. He wanted to get a feel for whether or not the <br />Commission supported moving forward with the Master Plan proposal. <br /> <br />
