<br />ROSEVILLE PARKS AND RECREATION COMMISSION <br />MINUTES OF MEETING OF FEBRUARY 3, 2009 <br />ROSEVILLE CITY HALL ~ 6:30PM <br /> <br />PRESENT: <br /> Brodt Lenz, Kamrath, Kendall, Kruzel, Pederson, Ristow, Stark, Willmus <br />ABSENT: <br /> Hiber notified staff ahead of time that he was unable to attend <br />STAFF: <br /> Brokke, Anfang <br /> <br /> INTRODUCTIONS/ROLL CALL/PUBLIC COMMENT <br />1. <br />No Public Comment <br /> <br />Commission Chair Bob Willmus reminded the community that applications for the Parks and Recreation <br />th <br />Commission are being accepted through February 27. <br /> <br /> APPROVAL OF MINUTES – JANUARY 6, 2009 MEETING <br />2. <br />Commission Recommendation:. <br /> Minutes for the January 6, 2009 meeting were approved unanimously <br /> <br /> MURIEL SAHLIN ARBORETUM RESTROOM/MULTI PURPOSE FACILITY <br />3. <br />John Kuhne, Carole Erickson and Kevin Busch in attendance to speak on the proposed facility and involvement <br />by the Central Park Foundation. Brokke introduced CPF Board Member Erickson, Park Project Committee <br />Chair Kuhne and Architect Busch. <br /> <br />Busch shared the most recent designs for the restroom/multi purpose facility at the Arboretum. Designs have <br />been developed for two sites, each site has their own set of positive and negative attributes. <br /> <br />Commissioners weighed in on the restroom project at the Arboretum. <br /> <br /> <br />Willmus voiced his support for the project. <br /> <br /> <br />Ristow spoke in favor for site #1 because of the potential savings for sewer and water installation. <br /> <br />Commission Recommendation: <br /> <br />Motion by Brodt Lenz to recommend the City pursue the proposed restroom/multi purpose facility at the <br />Muriel Sahlin Arboretum. Second by Mark Kamrath Motion passed unanimously. Gale Pederson abstained <br />because of her involvement with the Central Park Foundation. <br /> <br /> 2009 PARK IMPROVEMENT PROGRAM (PIP) <br />4. <br />The 2009 Park Improvement Program budget is $215,000. <br /> <br />The City Council eliminated funding for the Diseased and Hazardous Tree Program from the 2009 Budget as a <br />cost saving measure. Because City ordinance recognizes Parks and Recreation as the responsible party for the <br />State mandated Diseased and Hazardous Tree Program, staff is recommending the needed funding be taken <br />from PIP ($50,000). <br /> <br />Commissioner Comments; <br /> <br /> <br />Willmus feels there is a problem with using Parks and Recreation funding to care and maintain City <br />Right of Way trees. Certainly there is a linkage between the expenses for managing diseased and <br />hazardous trees in the parks but does not support spending Park Improvement dollars for boulevard <br />trees. <br /> <br /> <br />Ristow also wanted to remind everyone that there is no tree replacement program in Roseville and <br />because of this, tree in the City are being neglected. <br /> <br /> <br />Stark inquired into the value of the Park System in Roseville in an effort to identify what percentage of <br />funding is being allocated to maintain our community resources. It is estimated that 4/10 of one percent <br />of the budget is being spent to maintain a $55 million system. <br /> <br />
