MEMORANDUM <br />To: Parks and Recreation Commission <br />From: Lonnie Brokke <br />Date: April 23, 2012 <br />Tuesday, May 1, 2012 <br />Re: Notes for Commission Meeting on <br />Introductions/Public Comment Invited <br />1. <br />Commissioners and staff will be introduced. Public participation and public comment is <br />encouraged. <br />Approval of Minutes of the April 3, 2012 Meeting <br />2. <br />Enclosed is a copy of the minutes of April 3, 2012. Please be prepared to approve <br />or amend. <br />Requested Action <br />: Approve/amend minutes of the meeting of April 3, 2012. <br />Comprehensive Surface Water Management Plan Presentation <br />3. <br />Public Works and Consultants from SEH will be at the meeting to review with you the City <br />Comprehensive Surface Water Management Plan. In your packet is a brief background. <br />There will be a 15 minute Power Point presentation and then open up for discussion. <br />Requested Commission Action: <br /> Hear presentation and then discussion. <br />Community Engagement Task Force Report <br />4. <br />Greg Simbeck and Randall Doneen serve on the Human Rights Commission Community <br />Engagement Task Force as representatives of the Parks and Recreation Commission. <br />Simbeck and Doneen will be prepared to report on the latest progress on this effort. <br />Requested Action <br />: Commission discussion and feedback. <br />Park and Recreation Renewal Program <br />5. <br />rd <br />On Monday, April 23 the Court of Appeals ruled in favor of the City.A 30 day period is <br />allowed for an appeal to the Minnesota Supreme Court. If this occurs, then the Supreme <br />Court can either accept or reject the case. If an appeal happens within the 30 day time frame, <br />it is anticipated that it could take around 30 days for the Supreme Court to decide whether <br />they will hear the case. If an appeal does not happen, the program will continue. <br />When projects can begin is still undetermined. Funds will be released when the legal <br />challenge is resolved. It was anticipated that the entire PRRP would use the Best Value <br />Procurement method with the first step of hiring a lead consultant to assist with plan timing, <br />neighborhood meetings and initial design work. This is extremely important at least for the <br />larger construction projects such as the buildings and shelters. As time moves on, we are <br />nearing a concern stage for being able to construct this season. However, there are some <br />projects that are more straight forward than others such as the playground replacements. <br />Enclosed is a copy of the 4 year renewal program to refer to as we discuss potential timing <br />and scenarios of projects. <br />No future meetings have been scheduled. <br />Requested Action <br />: Hear update, discuss 2012 projects. <br /> <br />
